What it costs to build a villa in Koh Samui
There is no single rate for building a villa on Koh Samui. Here is what moves the budget, from the land to the builder, explained by a team that builds on the island.

There is no honest single price for building a villa on Koh Samui. Two villas with the same floor area can cost very different amounts. Four things set the budget: the land you buy, the design and finish you choose, what the plot itself needs, and the builder you hire.
A steep, sea-view plot usually costs more to build on than a flat one. A written, itemised quote for your own plot is the only number worth planning around. This guide shows what moves the budget, in the order it hits.
This is general guidance, not a quote or a cost estimate. Your figure depends on your plot, your drawings and today's prices for materials and labour.
Why a rate per square metre misleads you
Online calculators give you a rate, multiply it by your floor area and call it a budget. On Koh Samui that rate hides everything that actually sets the cost.
A flat plot by a made road behaves nothing like a hillside reached by a track. A villa with local tiles and a simple pool is a different project from one with stone cladding and an infinity pool. The floor plans can match while the budgets do not.
So instead of a rate, plan around the four things below.
What actually moves the budget

The land
Land is usually the first big number, and it changes more with location than anything else. A quiet inland plot and a sea-view hillside are different markets. The view you pay for at purchase is often the same thing that makes the build harder.
How you hold the land costs money too. Foreigners cannot own land in Thailand outright, so the legal setup has its own fees. We explain the options in how foreign ownership works on Koh Samui.

The design and the finish
This is where two villas of the same size drift furthest apart. Every choice has a price attached, so decide what you want before you price it, not after.
A pool shows it clearly. At Villa Picasso Ko Samui, which we built in Taling Ngam in 2022, we fitted a salt-water infinity pool with speakers you can hear underwater, a signature choice rather than a default. At Villa Malibu in Laem Sor, the staircase is made-to-measure glass, lit by a chandelier imported from Italy.
Other choices pull the same way: imported fittings, natural stone, joinery made to order, home automation and full-height glass. Each one is fair to want. Each one moves the number.
The plot: slope, access and foundations
The plot sets a cost before design begins. Most buyers want a sea view, and a sea view usually comes with a slope. On a hillside, much of the early work goes into the ground: digging, retaining walls, levelling and drainage for the water that runs off the hill.
At Portofino Village, above Lipa Noi, the villas sit on different levels of a hillside, which gives several of them views over the sea and the Five Islands. That height is earned with groundworks. One villa there, Villa Pearl on Plot 3, has rooms dug below ground, which adds digging and waterproofing.
Access counts as well. A plot a truck can reach is cheaper to build on than one where every load is carried up. Our guide to island construction realities covers the ground in more depth.
The builder you choose
Give three builders the same drawings and you will get three different prices. The lowest is rarely the real one, because thin allowances often come back later as extra charges.
What protects a budget is a builder who prices the real job, links payments to finished work and has built villas like yours before. Ask to see them. Our checklist for choosing a builder on Koh Samui lists the questions.
The choices that push your budget up or down
Each of these pushes the figure in a predictable direction.

- Plot: flatter, inland and near a made road costs less. Sloped, sea-view hillside access costs more.
- Groundworks: stable ground with little digging costs less. Retaining walls, deep fill and heavy drainage cost more.
- Pool: a simple pool costs less. An infinity or salt-water pool with extra features costs more.
- Finishes: local materials and standard fittings cost less. Imported stone, made-to-order joinery and automation cost more.
- Glass and stairs: standard windows and stairs cost less. Full-height glass and made-to-measure staircases cost more.
- Contract: a fixed scope, staged payments and a real reserve keep costs steady. An open scope and paying up front put them at risk.
How the money is staged
A build is not one payment. It is a sequence, and knowing the sequence is half of budgeting well.

Money usually goes out in this order:
- Buying and setting up the land.
- Design and permits.
- Groundworks and foundations.
- The structure.
- The roof and outer walls.
- Fit-out and finishes, where your design choices come home.
A well-run build ties each payment to work that is actually done, not to the calendar.
A build also takes far longer than buying a finished villa. At Villa Emerald, in Portofino Village, we were pouring floor slabs in December 2024 and reached completion in February 2026. Your money is committed for all of that time.
How to budget sensibly
- Keep a reserve. Plots reveal surprises once you dig. Do not assume the first quote is the last word.
- Price the finish you really want. Then the number you approve is the number you build.
- Pay against milestones. Release money when a stage is complete.
- Build in phases if it helps. We build Portofino Village in phases for a reason. A private build can borrow the same habit.
A name check: Villa Picasso Ko Samui, in Taling Ngam, is a different villa from our Villa Picasso in Tulum, Mexico.
Questions people ask
How much does it cost to build a villa on Koh Samui?
There is no reliable single figure. The cost depends on the plot, the slope, your design choices and the builder. The honest way to get a number is a written, itemised quote for your plot and drawings, from a builder who has walked the site.
Why won't a builder give me a price per square metre?
Because a rate hides what really sets the cost. A flat plot and a steep sea-view plot behave very differently. A simple finish and a high finish are different projects, even at the same size.
What adds the most to a villa budget on Koh Samui?
Usually three things: the land and where it sits, the groundworks a slope needs, and the finish you choose. The builder then decides whether the quoted budget turns out to be the real one.
Is it cheaper to build than to buy a finished villa?
Not always, and the risk is different. A finished villa has a fixed price, while a build can move, takes longer and needs a reserve. Building gives you control over the design, and we can talk you through both.

We will not quote a rate over the phone. We build here, so we know what a plot will ask of the budget once we have walked it. Then we can give you a written, itemised quote you can plan around.
